PROMHOUSE – Promoting professional housing management in Kazakhstan and Uzbekistan

The project was implemented by Housing Initiatives for Eastern Europe (IWO e.V.) and works with BIOs in Kazakhstan and Uzbekistan.

Project overview

The project PROMHOUSE spanned from 01/2020–12/2023 and aimed to stimulate the development of medium and small businesses, economic diversification in Central Asia by empowering and strengthening companies in the housing management sector in Kazakhstan and Uzbekistan.

The capacity of business intermediary organizations (BIOs) and their involvement in decision-making processes on housing policy in partner countries have been significantly increased. Furthermore, their institutional capabilities at the international, national, regional and local levels have been expanded. Therefore, professionalism and quality of services, allowing them to provide professional support to target groups and final beneficiaries have been also increased.

The ASSOCIATIONs SHANYRAK and UYUSHMASI have played a pivotal role in advocating for policy reforms and enhancing professionalism in Kazakhstan and Uzbekistan. Their involvement extended to various committees and working groups, contributing to the development of professional standards and legislation.

Professional standards of new specialties and educational programmes have been developed and introduced into the field of vocational education. In Kazakhstan: specialty “Real Estate Manager”, qualifications: “Multi-apartment residential building manager” and “Caretaker” and in Uzbekistan: “Housing fund manager ” and “Caretaker” addressing the evolving needs of the sector. Since 2022 in Kazakhstan (Almaty and Astana) and since 2023 in Uzbekistan (Almalyk), the first students (143 in total) have already started studying new specialties in vocational colleges.

Overall, the project has laid the groundwork for sustainable development and improved living standards in Central Asia.
